Italy separated from China’s biggest project BRI: 6 दिसंबर 2023, इस दिन इटली के सरकार ने आधिकारिक तौर पर चीन के बेल्ट एंड रोड इनिशिएटिव (BRI) प्रोजेक्ट से खुद को बाहर करने की घोषणा कर दी थी. रॉयटर्स की एक रिपोर्ट के अनुसार इटली प्रशासन ने चीन को जानकारी दी कि उनका देश साल 2023 के खत्म होने से पहले ही इस प्रोजेक्ट से बाहर आ जाएगा.

इस प्रोजेक्ट के साथ इटली साल 2019 में जुड़ा था. खास बात ये है कि चीन की सबसे महत्वाकांक्षी परियोजनाओं में से एक बीआरआई पर उस साल हस्ताक्षर करने वाला इटली एकमात्र प्रमुख पश्चिमी देश था. ऐसे में अब इस प्रोजेक्ट से इटली का पीछे हट जाना कई तरह के सवाल खड़े कर रहा है.

अचानक अलग होने की घोषणा करने के पीछे का कारण

Italy separated from China’s biggest project BRI: इटली चीन के इस महत्वकांक्षी प्रोजेक्ट बीआरआई के साथ साल 2019 में पहली बार जुड़ा था और साल 2024 के मार्च महीने में दोनों देशों के बीच के समझौते की अवधि समाप्त होने वाली थी. अब इटली के पास इसे रिन्यू करवाने या प्रोजेक्ट से अलग हो जाने की पावर थी. जिसका इस्तेमाल करते हुए इसे रिन्यू किए जाने से तीन महीने पहले ही इटली ने इसके साथ आगे न जुड़े रहने का ऐलान करते हुए चीन को नोटिस दे दिया. अगर इटली ऐसा नहीं करता तो यह प्रोजेक्ट ऑटो रिन्यू यानी अपने आप ही आने वाले पांच सालों के लिए रिन्यू कर दिया जाता.

इटली का प्रोजेक्ट से हटने के पीछे क्या है कारण

जिस वक्त इटली चीन के बीआरआई प्रोजेक्ट के साथ जुड़ा था, उस वक्त इस देश को अपने यहां की इकोनॉमी को रफ्तार को बढ़ाने के लिए बेहतर इंफ्रास्ट्रक्चर के लिए बाहरी इन्वेस्टमेंट की जरूरत महसूस हो रही थी. इस प्रोजेक्ट से साथ जुड़ने से पहले इटली ने भी अन्य यूरोपीय देशों की तरह ही पिछले 10 सालों में तीन मंदी का सामना किया था.

वहीं दूसरी तरह इटली के यूरोपियन यूनियन के साथ ही बहुत अच्छे संबंध नहीं थे. ऐसे में अपने देश की इकॉनमी को और बढ़ाने के लिए इटली चीन की तरफ आगे बढ़ने पर मजबूर हुआ.

अब जब चीन के साथ इस प्रोजेक्ट में इटली को जुड़े 4 साल हो गए हैं तो इस इटली सरकार को लग रहा है कि बीआरआई प्रोजेक्ट से जुड़ने के बाद भी उन्हें बहुत ज्यादा फायदा नहीं हुआ है.

इटली सरकार ने इस प्रोजेक्ट को कहा पिछली सरकार की गंभीर गलती

इस घोषणा से पहले भी इटली की वर्तमान प्रधानमंत्री मेलोनी बीआरआई प्रोजेक्ट के साथ इस देश को जोड़ने के फैसले को पिछली सरकार की एक गंभीर गलती बता चुकी हैं. उन्होंने कई बार अपने भाषणों के दौरान यह संकेत भी दिया है कि इस वह प्रोजेक्ट से पीछे हटने का मन बना रही हैं.

बता दें कि जब साल 2019 में बीआरआई प्रोजेक्ट के साथ जुड़ने के लिए इटली के हस्ताक्षर किया था उस वक्त देश के प्रधानमंत्री ग्यूसेप कोंटे थे. साल 2022 में इटली में जॉर्जिया मेलोनी के नेतृत्व में नई सरकार बनी.

क्या इस फैसले का असर दोनों देशों के रिश्तों पर पड़ेगा

इटली की तत्कालीन सरकार और प्रधानमंत्री मेलोनी का साफ मानना है कि वह भले ही इस प्रोजेक्ट से खुद को अलग रह रही हों लेकिन वह चीन के साथ ट्रेड को कम नहीं करेंगे.

चीन के महत्वकांक्षी प्रोजेक्ट बेल्ट एंड रोड इनिशिएटिव को नया सिल्क रूट के नाम से भी जाना जाता है. इस प्रोजेक्ट की शुरुआत ऐतिहासिक दौर के सिल्क रूट को एक बार फिर से बनाने की कल्पना हुई थी. चीन इस नए सिल्क रूट के जरिए एशिया में मौजूद चीन, यूरोप और दूसरे मुल्कों से जुड़ना चाहता है

बीआरआई के तहत समुद्री मार्ग, रेल और सड़क मार्ग से चीन एशिया, यूरोप, अफ्रीका के 70 देशों को एक दूसरे से जोड़ने का प्लान कर रहा है.

बीआरआई को नया सिल्क रूट क्यों कहा जाता

ईसा पूर्व 130 से लेकर साल 1453 तक यानी आज से लगभग 1,500 साल पहले पूर्वी एशिया और यूरोप के मुल्कों के लिए व्यापारी इन्हीं रास्तों का इस्तेमाल करते हुए किया जाता था. उस वक्त सिल्क रूट रास्तों का एक ऐसा नेटवर्क था जिसके जरिए न सिर्फ व्यापार होता था बल्कि संस्कृति का आदान-प्रदान भी किया जाता था.

इसी अवधारणा को हकीकत में तब्दील करने के लिए चीन ने साल 2013 में बेल्ट एंड रोड परियोजना यानी बीआरआई की शुरुआत की. इस परियोजना के तहत चीन अन्य देशों में बड़े इंफ्रास्ट्रक्चर प्रोजेक्ट्स में अपना पैसा निवेश करता है.

इस प्रोजेक्ट के जरिए चीन कई देशों को कर्ज भी दे रहा है और जब वह देश कर्ज नहीं लौटा पा रहे हैं तो चीन उन देशों के बंदरगाहों पर कब्जा कर लेता है.

इटली का ये फैसले भारत के लिहाज से भी समझिए

भारत हमेशा से बीआरआई के विरोध में रहा है. ऐसे में इटली का इस तरह का कोई भी फैसला लेना भारत के लिए किसी राहत से कम नहीं है. भारत के प्रधानमंत्री भी कई बार सार्वजनिक मंचों पर बीआरआई का विरोध कर चुके हैं. इस परियोजना में भारत का पड़ोसी देश पाकिस्तान शामिल है.

चीन और पाकिस्तान इकनॉमिक कॉरिडोर यानी सीपीईसी बीआरआई परियोजनाओं का भी हिस्सा है. इसी परियोजना के तहत कई पाकिस्तान प्रशासित कश्मीर में भी कई निर्माण किए गए हैं. जिसका भारत विरोध करता है और कहता रहा है कि ऐसा करना इस देश की संप्रभुता का उल्लंघन है.

इसके अलावा हाल ही में संयुक्त अरब अमीरात में हुए कोप-28 से अलग प्रधानमंत्री नरेंद्र मोदी की कई नेताओं से मुलाक़ात हुई थी, इन नेताओं में इटली की प्रधानमंत्री जियोर्जिया मेलोनी भी शामिल थीं. मेलोनी ने इस मुलाकात की सेल्फी भी सोशल मीडिया पर साझा किया था. इस सेल्फ में मेलोनी के साथ पीएम मोदी नजर आ रहे थे, उन्होंने तस्वीर के कैप्शन में नरेंद्र मोदी को ‘अच्छा दोस्त’ बताया था.

Using this, three months before it was to be renewed, Italy gave a notice to China announcing that it would no longer be associated with it. If Italy had not done this, then this project would have been auto-renewed i.e. it would have been automatically renewed for the next five years.

When Italy was associated with China’s BRI project, the country was feeling the need for external investment for better infrastructure to boost its economy. Before joining this project, Italy, like other European countries, had faced three recessions in the last 10 years.

On the other hand, Italy did not have very good relations with the European Union. In such a situation, Italy was forced to move towards China to further expand its country’s economy.

Now that it has been 4 years since Italy was associated with this project with China, the Italian government is feeling that even after being associated with the BRI project, they have not benefited much.

Even before this announcement, the current Prime Minister of Italy Meloni had called the decision to connect this country with the BRI project a serious mistake of the previous government. She has also indicated several times during her speeches that she is planning to withdraw from this project.

What is China’s BRI project?

China’s ambitious project Belt and Road Initiative is also known as the New Silk Route. This project was started with the idea of recreating the Silk Route of the historical period. China wants to connect with China, Europe and other countries in Asia through this new Silk Route.

Under BRI, China is planning to connect 70 countries of Asia, Europe and Africa through sea route, rail and road.

Why is BRI called the new silk route?

From 130 BC to 1453 BC, i.e. about 1,500 years ago, traders to the countries of East Asia and Europe used these routes. At that time, the Silk Route was a network of routes through which not only trade took place but also culture was exchanged.

To convert this concept into reality, China started the Belt and Road Project i.e. BRI in the year 2013. Under this project, China invests its money in big infrastructure projects in other countries.

Through this project, China is also giving loans to many countries and when those countries are not able to return the loan, then China takes over the ports of those countries.

India has always been against BRI. In such a situation, Italy taking any such decision is no less than a relief for India. The Prime Minister of India has also opposed BRI several times in public forums. India’s neighboring country Pakistan is involved in this project.

China and Pakistan Economic Corridor i.e. CPEC is also a part of BRI projects. Under this project, many constructions have also been done in Pakistan administered Kashmir. Which India opposes and has been saying that doing so is a violation of the sovereignty of this country.
